Description:
Has the exclusive power to fix tax rates for county purposes and to make appropriations to be paid out of the county treasury. The County Council also adopts the annual budget based on estimates from various county agencies and the County Commissioners. Also establishes salaries of officers, deputies, assistants, and employees whose salaries are payable from any county fund.
